Think about such scenario: Matt moore wins after competing with flynn, both help each other to improve and tannehill develops in better situation. After miami lose any chance to get into playoff, flynn is named starter and finishes his developing process. On 2013 moore is a free agent and dolphins move for a then ready matt flynn, with tannehill pushing for starting, so both young man develop on parallel leading to mutual improvement and you would have the qb position solved for years.
