What is the missing part of our pass defense?

So this season we had a top 3 rush defense and allowed the 6th fewest yards per game. We were lacking a great deal in out pass defense that allowed 250 yards per game, 25th in the league. The pass defense was actually middle of the road in terms of things like completion percentage, yards per attempt, interceptions, and sacks. The ten best teams for pass defense were 1.Pittsburgh 2. Cleveland 3.Houston 4.Baltimore 5. Jets 6.Kansas City 7. St. Louis 8. Jacksonville 9. Cincinnati and 10. Philadelphia. Its worth taking St Louis, Cleveland, and Kansas City, off the list because they had the 2nd, 3rd, and 7th worst rush defenses, meaning teams were not passing because they had no problem running right over them. Of the teams left Pittsburgh, Houston, Baltimore, and The Jets run a 3-4, and Jacksonville, Cincinnati, and Philadelphia run a 4-3. Out of all those teams only the Jets and Eagles have better Cornerbacks than us so what is the missing piece that let those defenses be better against the pass than us?
 
Our safeties arent exactly all pros.... When you have an aging Bell and nobody picked before the 5th round at that position, it will hurt your pass defense...
 
They could really use one more effective pass rusher at LB (or DL if we move to a 4-3), for starters. That alone would make the secondary look better. Aside from that, a Safety that can actually make plays on the ball (and catch it) would just be lovely.
 
I believe a SS would make a big difference. We haven't had someone reliable to stand beside Bell since I can remember.
 
A better cover corner opposite Vontae Davis.
Another quality safety across from Bell. We have that position as safety by committee.
Jason was good this year, but a step slow. We need another pass rusher.
 
A decent pass rusher opposite Wake.
And a decent free safety.

Missing part(s). We had the worst FS in the league starting so that could be interpreted as a problem.
 
A ball hawking FS is exactly what we need. Bell and Vontae are beasts ,and Sean Smith does a great job as a cover corner just needs to catch get better ball skills.
Another premiere pass-rusher would also be ideal
