Off the top of my head.

Cincinnati -- They've already pulled Dalton for Finley.
NY Jets --- Probably stick with Darnold, but could change if they switch coaches.
Denver -- A big need for Broncos.
Tampa Bay --- Winston is up and down.
LA Chargers --- Rivers can't play forever.
Raiders --- You just know Gruden wants an upgrade over Carr.
Tennessee --- Tannehill is currently starting.
Indianapolis -- Possibly?
Green Bay -- Not a huge need with Rogers there, but maybe look toward future.
New Orleans -- Brees may have a year or two left.
New England --- Eventually need replacement for Brady.

While all those teams will need a new QB at some point, most of them won't draft one in the first round. I can see the Bengals for sure......Denver maybe but they did draft Lock and TB and Tenn could go either way.

Only team I’d be worried about drafting a QB high is The Bengals unless Finley lights it up these last few weeks at the helm even then I still see them picking a QB somewhere in the draft.

The Jets wouldnt draft a QB but could trade the pick to a QB needy team for a kings ransom.

Several of those teams will be far enough back in the draft order that the only concern is if we choose not to pick QB with the first pick or two.

Miami, Cincinnati, Tampa, Chicago, Washington, Tennessee, Denver, Carolina, and San Diego could all be in play for QB's. Throw in teams like New England, Atlanta, New Orleans and Pittsburgh who all have older QB's and could be looking to grab a QB if the draft falls a certain way and they are in a position to grab one.

Picking 3rd we end up with Fromm, Herbert or possibly Chase Young.

Young would be great but Tua and Burrow could well be gone.

That's probably the most likely scenario. If you're a Jets fan, though, you've got to be a little worried about those turnovers. A new coaching staff could feel the same way.

I forgot about Pittsburgh. Good call. It doesn't look like Mason Rudolph is the answer for them and Big Ben has talked about retirement before.

If Tua and Burrow are gone, you take Chase Young and don't thin twice. Use one of the later picks for a QB like Herbert, Fromm or Love.

Realistically right now Miami's competition is the Bengals who could finish with the #1 pick and Washington if they aren't sold on Haskins who has not looked good.

If Atlanta or the Jets finish with #1 pick Miami clearly has the ammo to outbid any team if the goal is to trade that pick for assets.

Could change if Miami wins a couple of games. Unfortunately having both the Pats and Bills doing well this year the Dolphins will probably lose out on SOS with teams they are tied with for draft position.

Steelers are not real competition not having a 1st round pick. Miami will have at least 4 picks before the Steelers first pick.

I think New Orleans we can take off this list... pretty sure last few games have shown they have found their Brees replacement
