When can rookies sign?

So since there is now a rookie wage scale, when can these guys actually sign their contracts? There is no reason for them to hold out anymore.

Correct, after last year's hold-out ended the rookie's signed almost immediately, so I'm guessing once the draft is over they can start signing.
