When is the deadline to cut players?

No "deadline", but expect the majority to come before the free agency period officially begins, which I believe is next Friday.

there is no deadline but teams must be under the cap no later than March 2nd. The FA period begins midnight of March 3rd. As it stands now, the Phins will either have to restructure contracts or start releasing some guy to get under the cap.

Also, i think that there will be less outright cuts this year to make salary cap room because of the uncertain CBA situation. It seems more likely that teams will negotiate with FA's and then cut to make the available space to sign them, as opposed to recent years where players were cut so that they could have money already aside to sign FA's.
