Who's fault was it? Welker or Carter?

So who's fault was it that Denver lost tonight (11/24/13)? Carter because the ball hit his leg after a fair catch call? Or Welker for not calling the fair catch sooner?

I would have voted BOTH if this was an option. Welker has to catch it and his blockers have to know where the ball is at. They both screwed up.
