Why almost none of the 2nd round picks have signed

It is not part of the current CBA. It’s just the way the NFL has moved in the past few years. Moreover, the Texans signed their 2nd round pick to a fully guaranteed contract so I expect more to demand it. Pretty much the reason so many are not signed yet.
That’s not true regarding 1st round picks and CBA negotiations.

1st round picks have 4 year, fully guaranteed contracts, with a 5th year option that must be exercised by year 3 if the team wants to keep the player past their 4th season. All of this is in the CBA.
 
Grier gets universally shat upon for "giving out contracts" and "screwing up the cap" when in fact Brandon Shore is the lead negotiator on all contracts and is responsible for salary cap management. Since the amount of the contract for Jonah ( and all drafted players) is predetermined ( 4 yrs. $11,310,028 with preset annual salaries) I would venture that Grier actually has no input on this or any draft pick signing. The UDFA's I would imagine Grier and McDaniel have way more input due to the smaller amounts of any contracts and/or how desirable the individual UDFA's are, but at the end of the day Shore is negotiating actual terms and how an individual contract will fit under the cap. As for free agents, past experience certainly has shown McDaniel and/or Grier have had the ability to "pound the table", but it certainly appears , at least for 2025, that may not necessarily be the case going forward. Shore is fantastic and one of the best in the league. None of the contracts given out have been crazy and just about all have outs if needed which is why we’ve been able to tread water and not completely sink like the saints. It’s not his decision on which players to sign or extend/restructure he just gets it done as cheap and as team protective as possible. You just can’t restructure a player than have a falling out with the player the following year and try to move him like with Ramsey but again that’s on Grier/mcdaniel to decide that restructure not Shore.
 
Membou, Tet, Matthew Golden, Omarion Hampton, Donovan Jackson and Tyliek Williams all signed contracts that are not fully guaranteed. There are 11 unsigned 1st rounders , certainly all left battling for fully guaranteed contracts since the amounts are pre-slotted. So fifteen 1st rounders have inked fully guaranteed contracts thus far.

Huh. You're correct. They all get four-year contracts, slotted by pick number, with a fifth-year club option.

But they're not mandated as fully guaranteed by the CBA, it's just what teams normally do. I stand corrected.

“To expound on that, according to Article 7 of the NFL's collective bargaining agreement (CBA), NFL rookie contracts are "fixed" and "unalterable." Those taken in the first round of the NFL draft receive a four-year contract with a fifth-year option, i.e. meaning their base salary and contract is fully guaranteed.

Those taken in rounds two through seven of the draft are given a slightly different contract than first-round picks. As noted in the NFL's CBA, those drafted on Day 2 and Day 3 will receive a four-year rookie deal with their respective NFL team. As for undrafted free agents, they receive a three-year contract.”

I'm STILL not sure.

However, I just wanted to point out that it's awesome to be able to have this debate without finger-pointing and saying stuff like "YOU'RE ON RECORD NOW! I'M RIGHT, YOU'RE WRONG!"
 
If the reports are right the owners are bitching about their costs in a record revenue cycle, so WFT would Houston and Cleveland do something so stupid? It makes it hard for the owners to go play hardball when you have Bozo's like that?
