Why are Tannehill, Egnew and Vernon contracts not completed?

3 of our top draft picks remain unsigned. Under the new CBA the expected payment that each player will receive, is known. Some other teams eg Chicago have had all their draft picks signed weeks ago. So what is holding things up with our last three guys?
 
They will get done before training camp and that is all that matters.

Though why are those three specifically not signed? Well, even though things are slotted there are still things that need to be negotiated. Also, apparently the top 8 of the draft are more difficult to sign because of various factors. Also, there have been reports that 3rd round picks will be the most difficult round to sign. Take a look at the rookies that have signed, 3rd round has the fewest.
 
I haven't seen the reports. How come the 3rd rounders are harder to sign?

Talked to one agent who said negotiations with prospects drafted in the third round have been more challenging than the first round. The reason, according to the agent, is that first and second-rounders receive their full slot allocation, while fourth- to seventh-rounders don’t. That puts the third-rounders right in the middle.
 
Everyone relax, 1/2 of the first rounders haven't even signed yet!

Tanny agent is most likely waiting to see if Luck and RGIII are able to push up the "slot" amount for their draft position. Wouldn't be suprised if Tanny signs after Luck and RGIII do.
 
There was also talk on Sirius NFL Radio that some of the 2nd thru 7th have clause that some bonus money has to be paid back if they don't serve the full contract.
Owners are trying to push the new system to their best advantage to protect themselves. Agents are bucking it if they can. The late rounder have no leverage and are accepting the practice.
2nd and 3rd rounders generally have over a million in bonuses. Owners want some of it back if they don't make the 4 years. A bonus isn't a bonus anymore. Its a maybe bonus.

In Tannenhill's case he is probably waiting for RG3 and Luck to sign.
