Why are the Titans Signing So Many UFA's?

On KFFL it seems like they have signed 20 Undrafted players, isn't there a certain number of camp bodies. I know this has nothing to do with us, but it seems like we have signed 4, and they are signing them left and right.

They have a lot of open roster spots since they had to cut so many people to get under the cap.
