Why do teams need permission to interview other teams coaches?

Why do they need permission?
And what if they refuse other teams from interviewing there guy?
 
2 reasons.
1. They are still actively coaching for that team. This came into affect so often this year due to the rule change allowing teams to request interviews at week 16 during the regular season.
2. As a courtesy since they are under contract.
 
Why do some teams give up draft picks?
Basically to get the team to release the coach from his contact. Teams can block lateral moves of coaches under contract. But they can't block promotions like a coordinator to HC or a position coach to a coordinator. I think this has only ever happened with HCs though. TB gave up picks for Gruden for example.

Teams give up draft picks because it's a person under contract that will be a lateral move. Going after a head coach from another team to be your head coach isn't acceptable. The hiring team must offer compensation.

You do not need to offer compensation when it is a promotion opportunity. IE: Offensive Co being hired as a Head coach.
