Why is ginn not returning punts or kicks

Because he's out number 1 now. Expect to only see him returning punts occasionally but not like last year. If we had other dependable WRs then he would be back there more.

I understand that, but I still think his potential on returns is too great not to use him.

I don't agree with the decision to not use him as a returner. Until he proves his worth as a receiver, you use him in every way that can help the team.

if u dont use him as a return man that is very stupid in my opinion. Thats his greatest strength.
