I said this before, but it might bear repeating. I read an article on Parcells when he was still with the Giants. Although he didn't call all the shots there, his firm belief was that you draft "into the strength" of each year's draft. Meaning, if it's a year that's deep in OTs and CBs, if you need them that's the year you load up on them because draft depth pushes better players down to you. The opposite effect would be to reach during a year that was weak for a position you needed. The article went on to point out which years they loaded up on which positions and why. This was in a football mag pre-internet (in it's current form) so I don't have a link to the story.
I would suspect his philosophy is similar today, and we all know how he has surrounded himself with people that share his philosophy. :)
