Why was Howard in the game?

I thought Howard lost his postion in dime packages? Shouldn't Bell or Thomas been covering Dwight?

It is too bad he couldn't hold onto that interception he would have been a hero, but he didn't so now he is worthless, but he should have just knocked the ball down.
