Will Hard Knocks be on Netflix?

No.

Nothing from HBO goes on Netflix, they have their own stream service - HBO GO. Which if you have a subscription to, you'll be able to watch any time on any media.

Strange thing though is that Hard knocks will not be shown on HBO2GO
