A RB is on the 1 yard line looking to punch the ball in for the TD. However, there is a defender in his way and he knows he's not fast enough or strong enough to get it in. He gets hit as the ball is short of the goal line, however he puts one foot forward and places it on the ground inside the goal line. Would this be a TD?

How about if both feet are in the endzone but the ball is short of the goal line?
 
the ball has to cross the goalline, which "wraps around the world" as someone once said

I'm not sure i understand what you are asking in yor first part but the answer is NO to the 2nd part. half his body can be in the EZ but as long as the ball has not crossed the plain it is not a TD.
 
on the goalline only the ball counts, not the body. (the body only counts if it is out of the area of play)
