Do you really think he doesn't know what he wants? C'mon. He's not being indecisive, he's bidding up his value/role.
This is a stare-down in which Fisher is in the driving seat. The longer it goes on (up to a point obviously) the more he stands to gain. Somebody will lose patience soon and we'll be in an end-game, but this is not some spotty teenager dithering so long over who to ask to the prom that he gets nobody, this is a business deal. Fisher is playing it well and he'll be rewarded accordingly when the contract is struck.
Even if true, you aren't paying his salary. I also don't get why you or anyone would care how much he makes.
