Except maybe the offensive line?

The O-line in Chicago was neck-and-neck in the QB-broken-neck category with the fins o-line from back then. Both units were absolutely awful. This is the best offense Cutler will have played in.

I also feel like there has been a generally greater influx of talent into the league in the past 5-10 years. The drafts have been deep with talent and the attrition hasn't been so bad either. It seems like every team has enough guys to be loaded with talent.
