No, the tax payers of Miami paid for that stadium. Loria put up less than 20% of the cost.
The joke of that is that the value of that stadium he did not pay for increases his net worth substantially by increasing the value of the team. So he gets to sell the Marlins now and be paid the value of a stadium that was given to him by the tax payers.
