Sean Payton got suspended for a year for the bounty scandal. There is a precedent for suspending a coach for a significant period of time.

They won't do it, but there is precedent.
 
For me, there is no question Belicheck should face a suspension. This is his second time now getting caught up in a cheating scandal. If you keep slapping him on the wrist the incentive to not do it again probably wont be there.

Suspend him for half a season, while letting him know that if something like this happens again he is done for good.
