When I watched the review, and then heard him confirm it post-game, I realized what happened.
Clay made a fantastic catch reaching back for a fast ball that appeared to be badly thrown. In actuality, RT had a LB bearing down on him directly in the path between him and Clay. This was designed to be a QUICK throw and any delay would blow up the play.
He had to alter his motion to throw AROUND the defender- just past his reach but still get the ball there fast and close enough to still make it catchable.
Had he lofted over, the play would fail. Had he run around defender, play would fail. Only thing to do was throw it with a bit of side-arm, but with velocity, and still get it close enough to Clay. Clay made all the incredible plays after that, but RT had 0% margin for error and had to figure that out in a split second with just a moment's double-clutch (actually a semi-clutch). You can see him hesitate for just a moment.
