Ah, I see. In youth sports & K-12 sports, I remember scrimmages as being against other teams.

What's the difference between a scrimmage and a preseason game?

A scrimmage doesn't keep track of any stats or time and is pretty much like a YMCA pickup game. Preseason is like the YMCA league games. Idk that's just my interpretation.
