I don't think the NFL is fixed where the outcomes are predetermine. Rather, $$$ and ratings have changed the rules of the game so that it is slanted to where it favors a certain kind of QB and the passing game. In 2003, the rules to protect QBs like Brady, Peyton, and Brees came about. It's no coincidence that 2003 is about the point where the Super Bowl ratings really started to climb.
