Yep. All day every day. That was why I said this in my earlier post:FWIW, NFL Live showed three or four other plays where Toney was lined up in the neutral zone and another where he and another wide receiver were in the neutral zone. None of those resulted in a penalty.
Yes, Toney was definitely offsides on the play in question. But it does beg the question as to why it had been called differently earlier and why Toney might have felt that it was acceptable to do so with this crew.
The problem here is in the consistency of rule enforcement. I think it would have been easier to swallow if it had been established earlier.
