Gruden developed the Oakland Raiders, a team that stunk for years before he got there and stunk for years after he got traded to Tampa and then took Tony Dungy's perennial underachievers and beat the Raiders in the Super Bowl. The guy knows a thing or two.
At least you point out something that makes sense; Gruden developed the Raiders much more than he did for the Bucs. And yes, as a gameday coach Tony Dungy's Bucs were truly underachieving. A lot of the great players for Gruden's squad came in the year before, and Dungy's team was exceptionally poor performing considering the improvements they made to the roster.
