It's a team game. All QB's need to be carried by a good/great team. I've never seen a QB win a super bowl without one. Fun fact: all record breaking QB's within the season they broke those records have failed to win the Lombardi. Its the ultimate team sport.
You're right. But, I was answering the question "can Tannehill LEAD Miami to a Super Bowl?" and taking it literally to mean can Tannehill himself lead this team to the SB. I know that it's a team sport, and that even a great QB needs a good team to reach the SB. That said, IMO Marino led this team to the playoffs year after year on his arm alone, without a dominant defense or running game. Marino could carry the team, but Tannehill isn't Marino. Tannehill has not shown that he's good enough to carry the team. However, if he can cut down on the mistakes/turnovers and learn how to hit Wallace in stride, then maybe he'll be good enough to HELP this team make it to the Super Bowl.

The question is asked based on info in the OP, with a VG QB having a better chance of getting to a SB before he gets a BIG contract. This allows the team to spend a lot more on surrounding talent, which definitely adds to the team game. In RT's case, that would be 3 more years.
