As soon as its been determined that a developmental league would lose money, then this conversation should be over. When we are talking about the NFL, then we are only talking about ways to increase revenue.

In time you could have 4-6 teams all based in Florida and play games in Orlando, Gainesville, Tampa, Miami, Jacksonville and Tallahassee.
The developmental league could all train at one central locations and be a bus league to keep costs low compared to other failed leagues.

Everyone wants the NFL all the time. When the NFL slaps it's brand on a D leauge, and positions it in the mid winter, it's
a slam dunk to increase traffic to the brand.
That's why they are tweaking the draft.
