Dolphins frontrunner for WR Kashif Montgomery?

I do not follow the draft prospects real close like many others here but he sound like a bit of a project. We currently have some of those. Anyway or they saying this guy would be avialable the year or next year?
 
Interesting, never heard of him or his situation. Doesn't sound like he is a Supplemental guy, sounds like he has been out of football for a couple of years and now getting back into it. Can anyone shed some light on his story?
 
I liked this about the guy. "Good height and speed. Extremely gifted athlete. Fluid runner and athletic pass receiver. Raw developmental type, but his abilities and qualities as a pass catcher are simply too immense to ignore. Talent to compete on the next level and some what of a long shot but has a chance."
 
From the lil info I found,he' s raw but could be suprisingly productive
 
Maybe a dumb question, but here goes. Was this player ineligible for the draft? Or was he out of football? If its the later, why can't we just sign him as a walk on. Or as an un-drafted free agent? Thanks in advance.
