Have the Miami Dolphins Improved Under Joe Philbin?

Yes. The depth on the roster has improved. The wide receivers are better as a group.

Are We improved?

hmmm. bill lazor. uh yeah. does that translate to 10-6 + ? I dont know. Just because we got better doesnt mean everyone else didnt as well.

I would say the team has definitely gotten better at passing and defending the pass while taking a step back in running and defending the run. The purge of veterans like Long, Dansby, Bush etc after 2012 really hurt, I like that more veterans were brought in this year and hopefully that will lead to more consistency, seeing as how the team was 4-1 v AFC playoff teams but 3-4 vs non playoff teams.

I think the Dolphins have improved in terms of potential, and in appearing at face-value more and more like a top 15 O and D.
They've gone from "into the trash / time to rebuild" to "only a few pieces away" each year, which is great for hype and excitement.

The on-field results though, I think we've remained pretty inconsistent and stagnant with trying to become a formidable, strategic AFC opponent.
Too many promises of faster offense that never materializes, habitually poor tackling on D, not enough halftime adjustments, too many personnel and off the field issues causing distraction.

We may have improved a teeny bit, but there's a way to go before I call this team truly "improved"

Tony and Joe is about same one run power run game over want pass. same record at end they booth will be fired joe next yr.

Sparano was a disaster and Ireland was extremely difficult to work with and appears to have made a series of errors in Free Agency and the Draft last year. This is a critical year for Joe and he knows it. The appointment of Lazor is very significant in Tannehill's development.
Lazor brings creativity to the equation and Joe's strength is his organizational skills (even the old Green Bay guys talk about his excellence in preparation). Creativity + organizational skills + talent is a pretty potent combination. If the O-line makes the necessary progress and our linebackers get their act together, we are set to make the playoffs.
This is really it. So much rests on Tannehill taking that next step. In the preseason the offensive line has looked much improved in pass protection so that is a positive. The wide receivers have been impressive as well. Matthews and Landry both look like starting talent. Gibson has been great. There's talent on this team and question marks.

Looking at the schedule 8-8 seems about right, but if Tannehill is much improved that could easily be 10-6 or 11-5. Big year for Ryan.

I would agree with this. I would say the roster is a full game ahead of where it was even just this time last year and probably two full games ahead of where it was two years ago. But that is if third year Tannehill and Bill Lazor aren't major improvements. If those two are major improvements I think its a 10 win roster at the very least.
