You have to remember where this all comes from though. The NFL is a nearly a $10 billion per year business. A lot of money is made, and a lot of potential profits stand to be lost when the public image is tarnished. Goodell just realized this year that people are more up in arms than Goodell is about beating the **** out of your girlfriend. He clearly is not upset by that, but he has his head shoved so far up his own money making ass that he failed to see how the rest of the world would view it. He probably doesn't even want to be in the business of cleaning up the league. I bet he could care less if every player routinely beat his wife, as long as it didn't hurt the public image of the league. Fortunately it does hurt the image so he is forced to act on it, in the name of money.
You know that slogan "Protect the shield" that Goodell is known for? It is really "Protect our investment" if you look at his track record. Think of it that way and every move he makes will make more sense. Look at Spygate. He made sure it was swept under the rug ASAP by first destroying the evidence, calling a meeting and clearly an order was agreed upon by enough owners to put a league wide gag order on all employees as the day after that owners meeting, the league went silent. I have seen evidence of this in person when I joked about it with some Dolphins employees, just to test my theory, and because it was a pretty funny little jab...they thought so too. Their reaction was hilarious actually, but you could tell they were NOT allowed to comment. Then when Matt Walsh, the video taper who was no longer employed by the league said he had more new evidence, Goodell meets him, says there was no new evidence and destroys the remaining video. So he managed to get rid of the rest of the footage and still didn't have to hand down further punishment, because he just wanted to put the whole thing aside as quickly as possible (to protect the investment, and coincidentally his good buddy Robert Kraft who got him in as commish in the first place).
As for PED's, I think they could be afraid that there will be a huge class action suit one day when players realize that HGH or other drugs ruined their lives, or ends them early. If the league has a policy they can say they tried to stop it. But if they don't snuff it out, you can generally keep the amazing speed and hard hitting that fans love. Plus, AP can come back, what 9 months from ACL surgery and rush for near record yards. I really don't think they care about PED's and only moved on that under outside pressure, and they probably even love what they do for the game from a money making (fan excitement) standpoint. But they don't want to be sued one day like they have been with concussions, so it's could even be partly a cover your ass move. It's a delicate balancing act.
Also, recreational drugs hurt that all important image of the league, so they move on those offenses to protect the money...I mean shield.
Sorry to ramble. I guess all I'm saying is that every move is money oriented, not fairness / morals oriented. When the 2 fit together nicely Goodell has a moral high ground to pretend to stand on. When his lack of morals is exposed through his actions, he awkwardly dances, like he has had to in recent days.
