Rovell is implying that one doesn't sign 2,000 autographs that get authenticated "for free". Though to your point, if no one has proof to getting paid, the NCAA has nothing.

EDIT: I should really say, "if no one comes forward with any proof". Regardless, end result is the same.

Maybe they don't but until they have someone claiming he did or can prove it this is a baseless claim.
