Well he does need to be replaced as the NFL don't allow you to carry 52 men on the roster. Nor do they allow you to not take a cap hit for even the 53rd man on it.

Yes, but that person won't be free will they? They'll have a cap charge. So a portion at the very least of the $1.8m 'saved' from cutting Shaheen will have to go back into the cap. You won't save the full amount.
