Actually at his best he put up a 147.5 QB rating against the chiefs with 3 TD's and no picks. Or when he put up a 133.3 QB rating against the bills with 3 TD's and no picks. You're statement is very inaccurate.
The question about Moore is if he can avoid those 10 minute stretches in games where his play essentially buries his team's chances to win the game. Ironically when it happened last year it essentially improved their draft status considerably. He plays well enough for Miami to be right there, then plays badly enough to keep them from getting over the top (Dallas, NE).
He was ranked 12th last year. He is better than 31st. It is just based on the writers opinion obviously and not the facts.

Moore is the short term answer until we find a franchise QB. Easier said than done.

Well, you'd be right if they were playing games on the interwebs or on paper. But they play them for real so a "fantasy" analyst is just that, a fantasy.
Depends on the metrics you are using to justify that assertion.
