I think that the arbitration move is a good idea. Get someone who has no personal stake in the middle to find the common ground that both sides can agree on like rookie salaries. Get them to agree on that and then move on to the next easiest area. This way they try to get some positive momentum right up front and save the really hardest sticking points to last when they have agreed on 90% of everything else.
Small correction: it's mediation, not arbitration. Both sides can choose to ignore whatever the recommendations are.
