If that's not a penalty that brings a score back, that's what it is. I just don't get NFL rules....why would a penalty in the field of play be counted as a post play penalty? The guy gets tackled at the one, it gets moved back, but if he scores it comes on the kickoff? No horsecollar if the QB is in the pocket? No offensive PI if the pass is thrown behind the line of scrimmage?
