Because I don't think he'll be the starter. Philbin brought in Garrard and has really done nothing but damn Matt Moore with faint praise. I can't see Matt Moore being on the team after the trade deadline, and the likelihood to me is that they'll move him significantly before that.

The new coaching staff brought in Garrard, not Moore. Those kinds of factors have a way of impacting the depth chart, don't you think?
I'm not saying anything like that is absolutely going to happen, obviously. It's just my guess. If you're developing a rookie you don't want him as the third stringer, studying the opposing team's offense on film to get ready to run the scout team. You want him as the 2nd stringer, studying opposing defenses and preparing as if he will start. That's much better mental preparation for a young guy.
So someone between Garrard and Moore is likely to end up the third stringer with the other at least the initial starter. Given that Moore has potential trade value and wasn't brought in by this coaching staff, my guess is he's the one that "loses" and gets traded.
