Exactly. If they're going to make winning a division all that important to making the playoffs, the majority or at least half of your games ought to be in your division. But with only 3 division opponents and a 16 game schedule that would be hard to do. It wouldn't be all that difficult for a team to lose a majority of it's division games, but win enough outside to still take that division. Where's the importance of winning your division games when that happens? The way the divisions are set and the fact most of the games scheduled are out of divsion, the playoff seeding should be according to overall record.
