Its written into every NFL contract that they can be cut due to performance, or salary cap. (if the players don't like it, get a different job)
Heres the deal with TO...
He screwed up becomeing a FA (technically his agent, but who hired his agent)
He wouldn't sign with Baltimore, further complicating things
He demanded to go to the Eagles, and he got what he wanted.
Now... he signed a multi year deal with the Eagles before last season (without a gun to his head) and knew exacty what he would be paid each year of said contract....
Let me ask all of you... is TO worth more now than when he signed his contract 1 year ago ( I say no, he's just as good but a year older and injured)
So... if TO is worth the same now as he was a year ago when he signed it, and its entirely his fault he wasn't a FA in the first place, why should the Eagles pay for his mistakes managing his career?
Ronnie is in a completly different boat, he's trying to not screw up right off the bat, its better for him to hold out now, get a deal he likes, than in the future./
