I heard that all he is unable to do is to practice w/ the team ,be at the stadium on game day, and I am not 100% sure on the team meetings. How tough would it be to have an individual meeting w/ the RB coach or OC.

It's not allowed. He can only have a personel trainer to assist him. No coach is allowed. And he cannot attend any team meetings.

The rules you quoted are still on the NFLPA site under the Drug Rules. It was the press that reported that the rules were changed and these are the old rules.
