Don't think breaking a window will kill a kid in the back seat, or even harm them enough to put them in danger. I would say, as an adult, I'd rather listen to the cops and move away from the children, than to stay in the car and let things heat up.
And no, at the time they broke the window, they weren't in fear of their life. They wanted the man to get out because they had no idea who he was. And since he wasn't complying, I think it's safe to say he had something to hide.
So when glass is broken there is not a great possiblility of it going into back seat where the children are at. they actually could have broke the window a different way.
As an adult I think he was wrong but again my only true issue from the video is the lack of common sense the police used in the way the broke the window.
Supposedly the kids have cuts although not sure if I can believe that or not. If glass did go into the children's eyes which quite possible then a child possibly loses sight because you chose to break the window in that way
