It seems that it’s some interesting phrasing here.

This means that while some contracts can’t be traded (Xavien Howard, for example), there are many who the Dolphins will listen to offers for. This includes offensive tackle Laremy Tunsil.”
So this LOOKS like they have heard “Miami will listen to trade offers on all tradeable veterans,” then said, “oh, hey, look! Tunsil is a tradeable veteran! So this means they’re shopping Tunsil!”
They have been getting called out on that all last night too. Then they tweeted saying "Well they aren't shopping him but he's available for the right place" Which is backtracking a lot and is such an open ended way of saying I'm not technically wrong.
If someone was to offer 2 firsts for Laremy Tunsil do I think Miami would take it? More than likely because as great as Tunsil can be getting 2 firsts for an OL is too good to pass up. Do I think Miami said "hey everybody is available give us your best offer" No. I can confidently say I think there there are 3 players firmly on the trade block in Jones, Kiko, and McMillan. I think some WRs can be on the trade block due to the camps of not only Williams but also Ford.
