Kiper is not in the business of evaluating where players SHOULD go... despite anything he or anyone else says to the contrary, they are in the business of evaluating where players WILL go. And that's a very different thing.
They are always judged, in the end, by how close their mocks match what actually happens.
This way they can and do play it from both ends. If a player they had high turns out to be great, they can say "I had him top five. No one listened." And if someone they had high turns out to be a bust they can say "Teams liked him, they were seduced by his arm. I kept hearing San Diego loved him, so I put him at two. What can I do" etc.
So unless the person you are reading (and some do) come right out and say "This is who X should draft here and why", then pay no attention to them for anything but gossip.
