Why was Roth Flagged and the Denver guy NOT?

I was glad to see Roth make the push/hit, we need to have some attitude.

There was no foul on the Gus play because Gus was making an attempt at the ball carrier; in that case he is just as eligible as other players to block. Plummer made no attempt at the carrier, so the Roth hit was worthy of a flag. I think they instituted this rule either this offseason or last.
