RFA tenders (offers) and minimum contract offers to ERFA have to be made when contracts expire. 3/01/04. No tender to a RFA makes him an UFA.

BTW Canuck gets the credit for first mentioning the tender offer, which is a valid contract offer the player can sign, of $1.9 million for a first and third pick and right of first refusal. :tongue:
