So if Omar was so wrong about Garrard, why did Philbin name him the starter?

Nobody was named starter. David Garrard was first on the depth chart leading up to the first preseason game.

I don't recall Joe Philbin saying Garrard was the clear cut starter.

He was injured early on. I think i'll reserve my judgement until after I see him get some snaps.
