Its happen many times. When the ravens released all those high paid starters they got 4 extra picks. There are no rules what so ever this is somethign the league decides on its own.

The ONLY time we have received comp picks with a net gain in FA signing the prior year, was the year after we lost Vincent. Coleman, Cox and Fryar. We ended up a +2 that time, but the guys we signed for the most part were 2nd and 3rd tier types.
