Normally, I would say yes.

It is unusual for a DC of Fangio's tenure to be gone after one year with that massive contract he had, but there appears to be a bit more at play here.

It doesn’t look as if he wanted to be in town long. Would he have gone if Philly didn’t collapse and then fire their DC? Doubt it.
