Draft one at least every other year and make them earn their playing time, like every other position. You should always have at least one backup QB on the roster that you believe has the potential to be great. If you have any doubt about that move on to the next one.
In 2008 we had Pennington and drafted Henne. That wasn't a bad situation.
In 2009 we had Pennington, Henne and Pat White.
In 2010 we had Henne and Thigpen. I thought Thigpen had some potential at the time
In 2011 is where we ended up with 2 QBs on the roster with little hope of upside. Horrible to not take a QB here. Especially when we passed on Ryan Mallett for Daniel Thomas.
In 2012 we would have realized Henne was a bust and would have to draft a QB once again. Having Mallett might have kept us from reaching, or if the staff thought that much of Tannehill go ahead and take him. Whatevs.
In 2013 Mallett and Tannehill, or whoever we took would be good enough
2014 Maybe time to start thinking about an upgrade again. And if you still like the QBs on the roster pull a Bengals by drafting one and putting him on IR.
And I would add for Hickey to not take a QB is just as bad as what Ireland did in 2011. I've liked a lot of what Hickey has done but that still makes me very angry. It has set us up for the exact same disaster that forced us to reach for Tannehill.
I'll give Hickey a pass this year, but he better be drafting one next year. Tannehill's rookie contract is up after next year...and he is probably not worth what he might be asking. We need some new blood...

If we're drafting another qb, is he going to be the backup or is that still Matt Moore? If the former, are we really spending a 1st or 2nd rounder for a 3rd string qb?
How long do you think Moore will be sticking around?
