He is available because he has been rehabbing from shoulder surgery and was not on the market (technically he was, but he and his agent took him off the market to get the shoulder back to normal).
There are various reasons why he is available as well...
1) Poor handling by the Browns coaching staff. He was played when he shouldn't have and then Butch brought in competition with Knitna. He fell out of favor with the FO, due to his injury situation and his inability to unequivocally take the QB spot on the Browns.
2) There was friction between Butch and the FO thruout his tenure there as to whether Couch was their future or not...I don't think the FO was sold on him and Butch wanted him to be the guy.
3) Multiple injuries. He had this shoulder issue prior to being signed by the Packers and never seem to recover from it until he had the surgery. The Packers, being a little tenuous from Favre's on-again, off-again retirement, decided to dump Couch and go with something more secure in the draft.
4) He had the surgery late last year. He will probably not be recovered from completely until late this year, assuming he does not overuse the arm before then.
5) His doctors and rehab speciallist now feel he is ready for the next step.
BTW, that rehab is being done here in So. Fla., which from a media standpoint automatically points to the Fins...
The Fins QB situation is tenuous, at best. For anyone who thinks that Gus, AJ, Sage or Berlin will take us to the promised land is sadly mistaken. Now, IMHO, AJ offers the most upside, but that is my opinion...I have seen Gus in action and feel he will quickly turn into a liability for us, unless everything goes just right (meaning all the ?? we have on the team respond to the program..the OL comes of age, RW and RB coexist and complement each other in the backfield, the secondary comes together, we stay reasonably injury free, Boston can contribute, etc...)
Sage and Berlin are ok players, but obviously not at the point that they need to be. Sage has had 3 years to secure a spot and hasn't done it. Berlin's tenure at UM was mediocre (compared to the rest of the talent on the team for the 2 years he was there) at best. He hasn't really done anything to make the coaches feel he would compete for a starting role as of yet here.
So, add to the fact that we desperately need a better QB and the guys on the roster aren't getting the job done, Couch being back on the FA circuit...it's a pretty obvious connection that he gets associated with us. Would Saban be interested ?? I don't really know, but I would venture to say that he would be at the very least, on par with the guys we have. He might have more upside, provided the injury is healed sufficiently, to challenge Gus or AJ late this year. IF he were signed, it would certainly send Sage packing. Cutting Gus or AJ, from a cap angle don't really make sense at this point. Neither has trade value and if Saban and Linehan are more comfortable with Gus, they would still want someone to back him up in case of injury...
I don't know if Couch offers more than what we have, but he certainly makes the position better provided his shoulder is sufficiently healed...
