the real problem is those guys had week legs. the horse collar doesnt hurt there necks dude... what happens is when the guy is getting pulled down from behind his legs gave out...
usualy when horse collaring you grab the back of the sholderpads anyways.. its a better handle...
this has NOTHING TO DO WITH CUT BLOCKS or any such thing desined to hurt people.
the only purpose of the horse collar is to tackle people when you happen to be behind them.
its not like anyone says 'hey i'm going to let this guy run by me so that i can horse collar him'
get real.

this rule change is nonsence
 
Owens had made a cut and was just starting to accelerate he had no chance of getting away from Roy they where body to body he could have used any tackling technique he wanted.. but given that they where so close it would have just been a regular old "tackle" instead he grabbed his shoulder pads and dropped his body weight down and being as the only momentum in the manuever was Williams 220pds of downward force (probably more the way he did it) of course Owens knee gave..YES I think it was intentional YES I think he was trying to hurt him and the three others he crippled so YES I am glad it got banned.

I think Roy likes to try and deliver pain whenever he gets the opportunity thats fine its his JOB but this is one "tool" that needed to be removed if its going to be used that way.
