Unless Rosen puts up a Goff-like year, I think its clear that they are still in for a 2020 1st round qb. This seems like a value thing where they will test him out for a year and see if it hits, if not you still have a good backup who could be traded for a pick down the road.
A QB is one of the safest investments you can make because they retain their trade value much more than other positions.
I'm on board with this. We still have a boatload of draft capital for next year (and just got more)

So to me this is hedging the QB bet. The regime before made the mistake of putting all faith in Tannehill so now Grier starts building up a competitive QB room with the first piece. By the time 2020 draft rolls around we'll have a better idea about Rosen but even if he's good, if you can still go for Tua or someone else. Rookie contracts are no longer the franchise killers they used to be.
